CONFERENCE NEWS

If you want to know more about how EPR will affect local government and businesses in B.C. - do not miss this conference!

"For some time now we've noticed a missing element in municipal solid waste management planning, and it's a growing piece of the planning puzzle. That missing piece is a long-range forecast, for perhaps 20 years, complete with approximate dates, for when products and materials will be shifted from local government responsibility to industry-led product stewardship responsibility under the Recycling Regulation.

If you talk to the folks at the B.C. Ministry of Environment they will tell you that their long-range vision is that municipalities will continue to be responsible for residents' organic waste. But the bulk of the contents of the garbage can that you put out at curbside every week is product related, and that material will eventually become the responsibility of industry to collect, manage and pay for.

Now, if I were a municipal planner, I would want to know and understand that. The implication is that more and more of the waste stream won't be my responsibility any more. In fact, I would need to start planning to phase out that responsibility. And if you think about it, I would want that to happen sooner rather than later. It costs a bundle to collect waste, not only for the services, but the infrastructure. If I said that some other municipally funded service was eventually going to be someone else's problem and they were going to provide and pay for that service, elected officials would be clamouring to ask one question: how soon can that happen?

It should be a top priority to develop that long range EPR plan, and to ensure that our elected officials at the local level are aware of one particularly important fact that will assist in their planning. It will save their taxpayers money. How often in today's world do you get a chance to do that? Well the BC Ministry of Environment is going to outline the Canadian Council of Ministers for the Environment's long term EPR vision at our conference, so, ask the question! Get a response! And let's get planning to reduce municipal waste and lower your taxes.
